If you go onto the LoL test server you'll be able to find the new ranked team section in your profile.

I'll give you some background information though as I don't think I'm allowed to post screenshots.
-You can create multiple teams for free, you can disband them immediately also
-You can choose a short tag and long name for the team; short tag is minimum 3 characters (space also counts)
-Each team has 8 Roster slots
-You can be a part of multiple teams
-Teams have a status / ranking (they are ranked after 5 games)
-The team creator sends out invites for people to join the team
-The ranked team mode is either 3v3 or 5v5 where you click to play and then invite members of your team currently online
